Stakeholders Consultation Phase-II
Primary Stakeholders – Direct Beneficiaries
Primary stakeholders include all those who are situated along the sub-project road neighborhood. In the context of the Saudabad Intersection to Thaddo Nallah road section, these include several residential areas of low and middle-income communities from mixed ethnic backgrounds, large pockets of small commercial units, mobile vendors, hawkers, transporters, mostly auto-repair shops, mechanics, eateries and the like. The subproject neighborhood also includes 22 schools and colleges, 7 health facilities and four mosques.
Secondary Stakeholders – Indirect Beneficiaries
Secondary Stakeholders include the relevant Local Government departments, utility companies and two non-governmental organizations active in the area. These stakeholders are indirect beneficiaries of the subproject interventions and considered as secondary stakeholders.

Consultation with Other Interested Parties
Two separate consultation sessions were conducted with male residents of the area at the homes of two residents. The residents overwhelmingly welcomed the project and expressed a dire need for improving the civic services in the area, especially solid waste collection and disposal and water supply. Most of the respondents were not satisfied with the current situation of utilities, traffic, garbage and sewerage, absence of street lights, ill maintained park on the side median near Sawoodabad Chowk, no seating spaces for commuters and elderly, no bus stops, open manholes and damaged road and infrastructure in their areas.
Generally, respondents had positive views regarding proposed project interventions and the benefits envisaged from the project are:
- Smooth traffic flow enabling people to reach work on time
- Improved drainage and sewerage of the area
- Improved greenery of the area that will have an overall positive health impact on the area residents
- Greenery would also combat the phenomenon of dust allergy that is quite common in the area

Two gender responsive consultation sessions were conducted at the residence of two locals. More than a dozen women participated in the sessions. Several aspects were highlighted:
- Women were concerned about lack of public transport
- Women suffered due to lack of proper sidewalk and secured bus stops in the area. They appreciated the proposed raised platform for stepping on/off the bus at all bus stops. Proper sidewalks would enable residents to walk safely and with ease.
- Absence of proper system for garbage disposal was also a big concern.
- Women observed that there should be separate parks for families as currently many parks are frequented by drug addicts.
- Women were of the opinion that the road should be better lit at night time to avoid theft and stray dogs.
- The large volume of autos on the road and absence of traffic signals makes it very difficult for women to commute. There are also no street lights which makes the women feel unsafe travelling during night time.
- Women demanded more efforts and responsible actions by the locally elected government representatives to address the areas’ problems swiftly and earnestly.
- They think the overall aesthetics and lifestyle of neighborhood residents will improve after the completion of the currently planned interventions.

Meetings were held with male and female teachers and staff of Shafaq Public School, Muhammadan Scholars School and Quaide-eAzam School briefed them about the project. They pointed out the following problems faced by them in that area:
- Poor solid waste management
- Absence of sweepers in the area
- Poor sewerage and drainage system
- Limited transportation facilities
- No proper footpaths and road crossings for commuters and especially for children and elderly.
- The staff suggested incorporating the afore-mentioned concerns in the design of the project.

Consultation-Health Facilities (Doctors and Administrators)
Consultation team met with the doctors and administrative staff of Al-Khidmat Hospital and Government Saudabad Hospital and briefed them about the project.
The respondents were not satisfied with the current situation of solid waste management and sewerage system. They said that the major health issue in the area is Chickungunya that has gotten worse due to the small and large heaps of garbage disposed openly in residential areas and road medians. Another concern was the lack of drinking water or an RO plant. Lack of proper filtration and mixing of lined water and sewerage water has also given to rise to water-borne diseases in the area. The medical superintendent at Al-Khidmat Hospital also commented on the poor security situation in the area and the need for CCTV installation.
Consultation with Mobile Vendors and Hawkers
During the consultations with mobile vendors and hawkers, it was established that most of the mobile vendors and hawkers which are located outside the ROW of the subproject alignment but located in the neighborhood are mobile and called in local terms as Pherii Walas (roaming around in small streets to search of customers and stayed in few places also). The location of all the mobile vendors is not fixed.
Semi-structure interviews were conducted with 10 mobile vendors and the notes revealed that the vendors interviewed were present in the area from 7 years on the average and sale different items on a push cart. Almost all the vendors are reliant on the cart as their only source of income. On the average, they earned Rs.17,000/- per month. Most all the vendors took their push carts at home after business hours. All the vendors were not paying any fee to the local authorities to sell in the area and they do not have any permit.
Open ended questions were also asked to the vendors (see section 5.4.2). All the vendors have positive view about the project and they have appreciated the efforts of government. Almost all the respondents have opinion that they will sell in the products in the area whether construction works will begin on the subproject road as they do their so called “Pheriis” in local streets and there will be no impact on their income. However, their access may be reduced if all the road sections and both tracks will be excavated simultaneously for development.
Workers and owners of several commercial units in the area including bakeries, small auto-repair shops and eateries were interviewed. Representatives of these commercial units support the proposed project as the existing situation of the area has severely deteriorated due to damaged road conditions and poor sewerage system. During the interview, they mentioned that the poor sewerage system throughout the road causes negative impact on their business as it discourages people from approaching their shops. The respondents suggest that the project should be completed within the defined timeframe since delays usually aggravate the problems of residents and businesses alike. The following problems were identified by them:
- Sewerage and drainage system is dysfunctional in many areas
- There is no regular sweeping of the road at regular intervals
- Poor lighting on the road is a security issue both for drivers and pedestrians alike.
- No planning for parking spaces seems to exist as majority of the cars park on the road, which further adds to the traffic woes
- If the proper parking space will be developed as planned, the problem of traffic jams and unplanned parking issues will be resolved.

The drivers and transporters were briefed about the subproject area and interventions proposed. Also briefed that road in subproject area will become one way and during construction, one lane of the road will be closed for traffic for construction. The transporters have supported the proposed project as the existing situation is worse due to damage road condition and fluctuating sewerage line. Transporters, while providing feedback during interview, facing problems in the area includes damaged road causing traffic jams, cause of accidents, poor sewerage system throughout the road which accumulates sewage on the road etc. They also said that many local transporters discontinue their services due to damaged road conditions. The transporters had positive views for the proposed project interventions and they hoped that this time something could be seen improving. The elevated bus stops would be a welcome addition in the area.

Consultation with Secondary Stakeholders
District Municipal Corporation Malir
A targeted consultation session was conducted at the DMC Malir Head office. Chairman, Vice Chairman and other senior office members were briefed about the KNIP and the propose subproject intervention. The stakeholders appreciated the project interventions and assured of their continued cooperation for its execution. The Municipal Commissioner, District Malir, suggested to include provision of vehicles for Solid Waste Collection (Dumpers, Loaders and Power Brooms, etc.), funds for regular maintenance and upkeep, large scale initiatives by the Govt. of Sindh through the World Bank Assistance for solid waste management / setting up Power Plants to generate electricity from the garbage collected. He also suggested providing side ducts for the services and after several feet, mid-duct to avoid road cutting for the sake of repair and maintenance of the services. Regarding the environmental aspects, he emphasized that planting native trees such as Neem and Gul Mohr should be included in the plan including the provision for water supply to the trees.
District Municipal Corporation Korangi (Malir Zone)
A detailed presentation was given to the Chairman of DMC Korangi and other office bearers regarding the subproject interventions. The representatives of DMC Korangi appreciated the efforts of the consultants in delivering a detailed presentation on the project activities. The Chairman stated that the solutions for water supply and sewerage, bus stops, street lighting and road rehabilitation have been well-designed. Moreover, the Chairman appreciated the funding provided by the World Bank for improving these essential neighborhood services that are not easily affordable by DMCs.
Union Council Representatives
The representatives of Union Council-12 were given an overview of the project activities and interventions. The UC members stated that it was an honor for them that the World Bank and the Government of Sindh had chosen their area for interventions under KNIP. All the activities proposed by the consultants are needed urgently and should commence as early as possible. The UC members stressed the need for working in coordination with all departments to achieve the project objectives. Both male and female councilors explained that inadequate water supply, load-shedding and sewerage are the main problems in the area. The pedestrian crossings and public spaces in the area are not adequate while the dualization of Thado Nallah Bridge was appreciated.
K-Electric
A detailed presentation was given to senior management of KE regarding the project. General Manager HTR-III South, KE said that they have surveyed the areas separately and that transformers would be shifted if needed. There is no need for new transformers and there is no leakage problem in the area. During the survey no damaged cables were found. Ducts would be provided for future. The KE team showed its full support and assured to cooperate in construction.
Traffic Police
The offices of the Traffic Police station at Saudabad appreciated the sharing of details of the subproject interventions in the area. They reiterated that the coverage of the Traffic Police officials reduces as the subproject road moves towards Thaddo Nallah Bridge. The population density decreases significantly towards Soomar Kandhani village. However, with an increasing influx of low-income families in the area and growth of the city away from Saudabad, the Traffic Police will have to arrange for additional resources for monitoring and traffic management further down the subproject area. Moreover, the officials appreciated the proposed re-designing of the Saudabad intersection as traffic congestion is common in this area during peak hours.
Al-Mustafa Trust
A detailed presentation was given to senior management of Al-Mustafa Trust regarding the project. Al-Mustafa Trust has been operational in Karachi for over three decades providing ambulatory services, emergency treatments, burial services and a multitude of mass awareness campaigns and health workshops. The Director of Al-Mustafa Trust welcomed the KNIP initiative in the area and expressed their full support and coordination for improving the conditions of the area on a voluntary basis. Based on Al-Mustafa Trust’s experience of working with local communities in the area, he stressed the need for frequent awareness campaigns and community mobilization initiatives to motivate residents and businesses to take a more proactive role to solve their problems. He further stated that plastic bags are a major trash hazard and residents must be encouraged to use reusable shopping bags.
Urban Resource Center
The Director of the Urban Resource Center appreciated the efforts of the Government of Sindh and the World Bank to improve essential neighborhood services for citizens of Karachi. He stressed the importance of involving all relevant local government departments and utility agencies at the planning stage of the project to ensure all stakeholders agree to collaborate and coordinate their efforts. He was pleased to hear from the team that all tiers of the government, utility agencies and civil society representatives are being consulted for these subproject areas. The proposed benefits from these interventions can only be realized and sustained if all the stakeholders actually perform their functions, regardless of political and ethnic backgrounds. He informed the team that KWSB is already working on a new Water Supply Scheme (S3) for Malir and if that scheme is linked to this subproject area, then the water woes of Malir residents may be addressed to some extent. Moreover, he added that transport sector projects often ignored the space required for various public transport vehicles (buses, coaches, rickshaws, taxis and the like). The junctions randomly designated for these public transport vehicles overtime adds to the nuisance of other road-users as these vehicles occupy a large part of the main carriageway.
